We are aware of issues around LA’s not being able to update User Policies in Portal as they receive an error stating ‘There are only # licences available for this organisation, a maximum of # users can be added to the policy’. This currently effects users applying Add-On licences to policies.

This issue is being investigated under PRB0190235.
For now users can raise a service request with the NHSmail Helpdesk (email@example.com) to have the portal team manually add/perform any desired updates to the User Policy.
