We are aware of issues around LA’s not being able to update User Policies in Portal as the receive an error stating ‘There are only #” licences available for this organisation, a maximum of # users can be added to the policy’. This prevents LA’s from performing any updates to User Policies including adding licenses or users.

This is being investigated as part of problem record PRB0190235 and bug 54247.
For now users can raise a ticket with the NHSmail Helpdesk (email@example.com) to have the portal team manually add/perform any desired updates to the User Policy.
