Application accounts can be converted back to a user mailbox
When a guest user is invited to the platform outside of Portal (i.e., via Azure Active Directory or the native Teams application), they do not have an Attestor set in the database.
New users of NHSmail are required to set their user account secret via the NHSmail Portal to complete their initial account setup.
