Issue Description: Some users may be unable to create support tickets in https://admin.microsoft.com

Final Update: 04/07/2024 08:55:00 AM – Microsoft determined that in their continued efforts to provide improvements to the service, a recent version upgrade was preventing admins from accessing or creating support tickets through the Microsoft 365 admin portal. As they continue to isolate the source for the impact that was produced, they”ve reverted the service to previously unaffected version to remediate the impact. After the revert, their telemetry has confirmed that impact has been remediated.

Scope of impact: Impact is specific to some users who are served through the affected infrastructure in the Europe, Middle East, and Africa region.

Root cause: A recent version upgrade to the service was preventing admins from accessing or creating support tickets through the Microsoft 365 admin portal.

Next steps: Microsoft are further analyzing the version upgrade so we can isolate the source for the problem, and so they can help prevent similar issues during their pre-deployment testing and validation processes.
