Issue Description: Users may be unable to import PST files using Drive Shipping in any Microsoft 365 service.

Current Update: 15/07/2024 12:18:00 PM Microsoft are continuing to monitor the progress of the migration, and they can confirm that they’re still on track for completion on Monday, July 30th July.

Scope of impact: Impact is specific to users who are served through the affected infrastructure attempting to import PST files using hard disk Drive Shipping in any Microsoft 365 service.

Root cause: A scheduled database infrastructure migration, intended to support the deprecation of legacy storage infrastructure and improve general security measures, is causing the import PST files using hard disk Drive Shipping feature to become temporarily unavailable.
