Issue Status: RESOLVED 

Issue Description: We are aware of a slowness issue with the NHSmail Portal which is affecting the search of users and other admin tasks. NHSmail engineers are urgently investigating to determine the cause so we can mitigate it as soon as possible.

Final Update: 23/10/2023 17:00:00 PM After a period of heightened monitoring today, we have not seen a re-occurrence of the issue experienced earlier today. The NHSmail team identified the issue that was causing Portal slowness and the inability to search. This was related to a parameter that permits the volume of transactions to be processed by the Portal. NHSmail engineers are performing further investigation to determine the root cause of the issue. We apologise for any inconvenience caused.
