Issue Description: Users may be unable to access links in Stream (Classic).

Current Update: 30/09/2024 08:40:00 AM – Microsoft have completed validation of the new link routing service and they have begun rollout. Some users may begin to see remediation and they expect the new service to reach 50% of users by the time of our next update. They will provide a timeline for the completion of the rollout as one becomes available.

Scope of impact : Any user attempting to access links in Streams may be impacted.

Root cause: The Stream link routing service, responsible for providing access to these links, was deprecated before the new routing service has gone live, resulting in impact.
