Issue Status: RESOLVED

Description: An issue has been identified which can result in an issue applying certain licenses under specific conditions.

We have received reports from Local Administrators citing the inability to add licenses with certain specific scenarios:

  • LAs from Enhanced Organisations are not be able to add or remove users and won’t be able to change the User Policy configuration for any policy that utilises the M365 E3 (base license) or the F5 (add-on).
  • When an LA attempts to join a New Joiner to an Enhanced Organisation, they will see the following error message “Request failed: Targeted user policy doesn’t have enough licenses to process the joiner request”.
  • LAs will also be unable to change the user policy applied to a user via the User Details page if the intended user policy contains the M365 E3 (base license) or the F5 (add-on).
  • Finally, the creation of New Users in Enhanced Organisations may fail when trying to add them to a user policy utilising the above licenses.

Final Update: 02/04/2024 17:00:00 – NHSmail support teams have worked closely with Microsoft and NHS England to resolve this issue and the fix deployed has been successful. The Master Ticket will now be closed as will all Child tickets appended to it.
