Issue Description: The NHSmail Team are aware of an issue with the creation of accounts where they are currently in a state of pending.

Current Update: 18/10/2023 17:00:00 PM – We have been monitoring the Create/Migrate process throughout today following Microsoft’s fix and have not see a reoccurrence of the issue. Thank you for your continued patience on this matter and again we apologise for any inconvenience.
