Issue Description: Users may be unable to access the SharePoint Online service

Scope of Impact : Impact is specific to some users who are served through the affected infrastructure.

Final Update: 14/02/2022 07:57:00 AM: Microsoft identified a potential hardware fault within the SQL database infrastructure. Whilst they fix the hardware issue, they have redirected user traffic to alternate infrastructure, which has remediated impact.
