Issue Description: The NHSmail team have received reports from NHS organisations reporting slow performance issues with the NHSmail Portal that is impacting productivity.

Current Update – 01/04/2020 18:22: Following a period of monitoring, NHSmail Portal performance has stabilised and no further issues have been identified.
