Issue Description: Users from several organisations have reported intermittent slow performance with OWA.

Current Update – 11/06/2019 12:15: Our Support engineers identified an issue with Higher than Normal CPU usage which caused OWA Slowness and Outlook issues, the issue was remediated and the issue related to OWA and Outlook was resolved.
