Issue description
We are aware of an issue which causes larger user policies to not update successfully. If a user policy has over 2k members, updates tend to timeout only partially completing the change. This affects license assignment, as well as importing additional members. No audit of the change is produced.

This issue is being tracked under PRB0174020/ PRB0198367.
PRB0174020 is tracking the scenario where O365 Licenses are not applied. This applies to the license and service plans within (the toggles displayed under licenses in the User Policy page of Portal).
PRB0198367 is tracking the scenario where users cannot be imported into user policies as well as other updates that don’t produce an audit.
Local Administrators should raise a service request with the NHSmail Helpdesk (helpdesk@nhs.net) if they notice this issue on any user policy in Portal. We request they provide the name of the affected user policy, along with the required changes so that the Portal team can perform these manually.
