Issue Description: Non-owner users can’t refresh some Gen2 Dataflows in Microsoft Fabric.
More info: Impact is specific to Microsoft Fabric tenants using Dataflow Gen2 created after Thursday, July 9, 2026, with On-Premises Data Gateway (OPDG) connections.
Affected users receive the error “Data source credentials are missing or invalid” (Error 999999) despite having valid Workspace Admin and Connection Owner permissions.
While Microsoft is working to remediate impact, admins can explicitly grant “Connection Creator” permissions on the OPDG for affected users.
Additionally, admins may resolve this issue using the following steps:
– Open dataflow
– Go to Options > Scale > and disable the feature –

Current Update: 13/08/2026 08:54:00 AM –Microsoft’s review of the API logs has confirmed that a recent configuration update erroneously enabled a requirement preventing users without “Connection Creator” permissions from refreshing Dataflows. They are in the process of developing an updated fix to remediate impact and will provide a remediation timeline.
