Issue Description: Users may have seen blank reports when downloading PBIX files from semantic models within Power BI.
More info: This issue is no longer actively occurring, and reports can be downloaded as expected from semantic models within Power BI.
Affected users could download full reports for semantic models directly from .pbix files.

Current Update: 18/06/2026 10:17:00 AM –Microsoft received reports from a subset of affected users that a recent design change wasn’t properly communicated prior to being implemented, resulting in users unexpectedly seeing their reports appear as blank when downloading semantic models. The recent design change intended to allow semantic models to be downloaded without users having to download all associated reports. The reports would instead be downloaded as generic blank reports, and users could download the actual associated reports directly from the .pbix file. As the design change wasn’t properly communicated, they have disabled it to avoid any further confusion. This is an awareness communication, and will expire by the next scheduled communications update.
Scope of impact: Any user attempting to download PBIX files may have been impacted.
