Issue Description: Users with Survivable Branch Appliance (SBA) can’t use offline Public Switched Telephone Network (PSTN) calling.

Scope of impact: This issue may impact any of your Microsoft Teams version 1.4.00.18819 users that are in offline mode and attempting to place or receive PSTN calls with SBA configured.

Final Update – 26/08/2021 09:00:00 PM: The deployment of the fix has fully saturated the affected environments, mitigating the impact for all users.
