Issue Description: Users may be unable to install user targeted apps that have been made available in the Intune Company Portal.
More info: Affected users may observe that app installations in the Intune Company Portal are stuck in a “Download Pending” state. A fix is currently being deployed, and impacted devices will receive an Intune client upgrade to version 1.101.109.0.
Users who attempted to install user targeted apps while their device was running a version of the IME impacted by this issue and whose group memberships were modified by an administrator before the fixed IME version was deployed, may continue to experience the issue. We’re actively working on an additional fix to remediate this subset of users.
Final Update: 15/04/2026 08:40:00 AM–Following the deployment of our fix, our internal service telemetry has verified that targeted apps are available in the Intune Company Portal, and that the impact has been remediated.
Scope of impact: This issue may potentially impact any user attempting to install user targeted apps in the Intune Company Portal. This information may be updated as our investigation continues.
Root cause: A recent service update introduced a regression that prevented app installations from progressing as expected which changed how a required configuration file was packaged, resulting in the file not being available and preventing app downloads from completing.
Next steps: Microsoft are further analyzing the offending service update and the introduced regression so we can improve our internal testing and validation processes
