Issue Description: Users may be unable to create or publish Microsoft Teams town hall or webinar events that include guest users.

Final Update: 03/07/2026 15:51:00 PM – Microsoft has corrected their fix, deployed it to the affected environment, and confirmed internally that impact is remediated.

Scope of impact: Impact is specific to some users attempting to create or publish Microsoft Teams town hall or webinar events that include guest users.

Root cause: A recent service update contained a code regression, which resulted in impact.
