Issue Description: Users are unable to manually save, publish, or turn on flows.

Final Update: 22/07/2026 8:57:00 AM – The investigation is complete, and Microsoft has determined the service is healthy. A service incident did not actually occur.

Scope of impact: Impact may occur intermittently for some users accessing their Exchange Online mailboxes in the Outlook mobile apps or the new Outlook for Mac desktop client. This section may be updated as our investigation progresses.
