Issue Description: Admins may be unable to upgrade Distribution Lists to Unified Groups in Exchange Online.

Current Update: 13/01/2025 08:44:00 AM – Microsoft are continuing to monitor the deployment of their fix as it progresses throughout the affected infrastructure. They expect to be able to provide an estimated completion time as part of their next scheduled update

Scope of impact: Some admins may be unable to upgrade their Distribution Lists to Unified Groups in Exchange Online.

Root cause: An update to include Simple Object Access Protocol (SOAP) headers in calls to code used in upgrading Distribution Lists to Unified Groups introduced a development platform compatibility issue that’s causing impact.
