Issue Description: Users may intermittently be unable to update or cancel calendar items in Outlook Win32 desktop client.

More info: Users intermittently receive an error when updating or canceling calendar items that prevent these users from completing the intended action.

Users may be able to bypass impact by clicking through the error to complete the intended operation. Additionally, users can bypass impact by updating meetings using Outlook on the web or new Outlook desktop client.

Current Update: 24/06/2024 11:45:00 AM Microsoft  are deploying a code change to collect additional diagnostic telemetry data when they are reproducing the issue within their internal test environment. They are taking this action to help them identify the underlying root cause and once Microsoft have identified the source of the problem, they will shift their focus to developing and deploying the long-term fix to the affected infrastructure.
