Issue Description: Users’ Microsoft Teams desktop client will pop up when opening other applications.

More Info: Specifically, when a user opens an application while the Microsoft Teams desktop is also open, the Microsoft Teams desktop window takes focus for the user. While there is no immediate user impact preventing users from using Microsoft Teams, the scenario interrupts user interactions with several other applications and has the potential to cause unintentional actions when focus unexpectedly shifts to the Teams client.
