Issue Description: User initiated block or accept message requests for an external Federated user were not processed as expected.

More info: Organizations can implement Federation configurations to allow users from their organizations to communicate with different organizations. Even with Federation configurations in place, users at an individual level within an organization can block or accept message requests from users in the other organization. This issue affected requests to block an external federated user, or to accept a message from an external federated user.

New requests were processed as expected after the fix; however, there was an impact window between Thursday, May 9, 2024, at 3:00 PM UTC and Wednesday, May 15, 2024, at 1:00 PM UTC, where requests were not completed. Users will need to reapply those blocks or accept message requests again.

Final Update: 29/05/2024 15:36:00 PM After an extended period of monitoring, Microsoft have confirmed the underlying issue is resolved.

They recommend users resubmit the block or accept message requests if required, which will remediate impact. More information is provided within the ”More info” section of this communication

Scope of impact: Your organization is affected by this event, and impacts at least one of your users who attempted to block or accept a message from an external Federated user.

Root cause: A recent Microsoft Teams update, related to background chat filtering and licence checks, inadvertently caused a code regression that prevented block or accept message requests from processing as expected.

Next Steps: Microsoft are reviewing their updates processes within this part of the service to better detect this type of issue prior to production environment deployments
