Issue Description: Public Switched Telephone Network (PSTN) minute pools report is not showing data since 16th May 2024.

Final Update: 30/05/2024 08:42:00 AM – Microsoft have completed the deployment of their fix, and their internal telemetry has validated that it has addressed the recent service update and that impact has been remediated.
Scope of impact: Impact is specific to some admins who were served through the affected infrastructure.
Root cause: A recent service update to improve the overall experience of the service prevented PSTN minute pools reports since May 16, 2024, from producing any data.
Next steps: Microsoft are further analyzing the offending service update and its impact to PSTN minute pools reports so they can help better understand the problem and so they can help prevent it from occurring in the future.
