Issue Description: Users are unable to respond to existing File Upload questions in the Microsoft Forms service.

Final Update: 02/04/2024 10:38:00 AM – Microsoft determined that a code change applied as part of a recent scheduled service update contained a regression, which was causing impact. They have disabled the offending code change, and confirmed following a monitoring period that impact to end users has been remediated.

Scope of impact: Your organization is affected by this event, and some users attempting to respond to File Upload questions in the Microsoft Forms service are impacted.
