Issue Description: Users’ Apps icon under Add-Ins section is disabled when formatting mode is in Plain text, when using Outlook on the web.

Final Update: 14/12/2023 09:10:00 AM Microsoft have confirmed via telemetry that their fix has completed its saturation of the impacted infrastructure and has remediated the issue.

Scope of impact: This problem may impact some users trying to access the Apps icon under the Add-Ins section of Outlook on the web if their formatting is set to plain text.

Root cause: A recent update to Outlook on the web ribbon is causing the code supporting the Apps icon to disable the button when formatting is set to plain text.

Next steps: Microsoft are reviewing their Outlook on the web ribbon update procedures so they can better identify similar code issues during their testing and development cycles and avoid comparable impact in the future.
