Issue Description : Flow management operation degradation.

More Info : Users may be unable to view their run queue for Desktop flows. Desktop flow playback is not impacted.

Final Update : 30/03/2023 17:35:00 PM – Following additional investigation, Microsoft identified a memory cache code issue which was creating duplicate cache entries leading to high resource utilization. They performed an additional restart of the impacted infrastructure, and following a period of monitoring service health telemetry, they confirmed that flow management operation functionality was restored.
