Issue Description : Users may be unable to create or modify new access reviews in Azure Active Directory via any connection method.

More Information : Users may also experience failures when attempting to approve or deny users for Identity Governance Access Reviews. As a result of impact, users may encounter issues accessing any Microsoft 365 service.

Final Update : 08/03/2023 07:48:00 AM – Microsoft have completed optimizations within the affected environment, and confirmed that after redirecting traffic and monitoring service health for an extended period of time that service is restored.

Scope of impact : Your organization is affected by this event, and any user attempting to create or modify new access reviews in Azure Active Directory may be impacted.

Root cause : A section of infrastructure, responsible for facilitating access reviews in Azure Active Directory, is unexpectedly performing below acceptable performance thresholds
