Issue Description : Users may be unable to upload files or photos in some group chats from the Microsoft Teams desktop and web clients.

More Information : Users may only encounter impact when uploading files or photos to group chats larger than 25 users with different organization policies applied e.g. External users. Affected users may receive an error which states, “Failed when sending.”

As a workaround, users may be able to upload the file or photo to OneDrive for Business and share the file link to users of the group chat.

Final Update : 11/07/2023 13:25:00 PM – Microsoft have confirmed that the fix has been successfully deployed and that impact has been remediated for all impacted users.

Scope of impact : Impact is specific to any user attempting to upload files or photos to group chats larger than 25 users with different organization policies applied.

Root cause : A recent standard service code migration inadvertently contains a regression, in the functionality that users” file identifiers are searched and access links are generated, resulting in files or photos uploaded to group chats larger than 25 users with different organization policies to fail.

Next steps : Microsoft are reviewing their update procedures to better identify similar issues during their development and testing cycles.
