Issue Description : Users may inadvertently be able to create New Groups in Outlook on the web even if the Group Creation is not enabled.

Scope of impact : Impact is specific to all users who are served through the affected infrastructure.

Final Update : 21/11/2022 08:45:00 AM – Microsoft has confirmed that the deployment of the fix has fully completed and impact among affected users is fully remediated.

Root cause : A recent service update intended to redesign the Ribbon control caused impact.

Next steps : Microsoft is continuing internal analysis of the Ribbon control changes to better understand the root cause of the issue and prevent similar impact from occurring in the future.
