Issue Description : Guest users without Microsoft Teams licenses can’t utilize the chat within internally hosted Microsoft Teams meetings.

More info : This impacts external users without Microsoft Teams licenses that attempt to utilize the chat for internally hosted Microsoft Teams meetings within the Microsoft Teams desktop and web clients.

Scope of impact : External users without Microsoft Teams licenses attempting to utilize the chat within internally hosted Microsoft Teams meetings may be impacted.

Final Update : 12/12/2022 08:55:00 AM – Deployment of the fix is complete, and Microsoft has confirmed through their internal telemetry that meeting chat has been restored for guest users and impact is remediated.

Root cause : A code change that interacts with user license checks introduced an issue that prevents external users without a license from accessing internally hosted Microsoft Teams meeting chats.
