Issue Description : Users are unable to create a file upload question in Microsoft Forms

More info : This issue only affects users who have never created a file upload question before Sunday, June 26, 2022, at 4:00 AM UTC. Users who have, will be unaffected.

Scope of impact : Your organization is affected by this event, and any user trying to create a file upload question, who has never done so previously, will be affected.

Final Update : 07/07/2022 09:33:00 AM – The deployment of the fix has completed, and we’ve confirmed via telemetry that the issue has been remediated.

Root cause : A recent change intended to optimize folder API permission control resulting is impact.

Next steps : To help prevent similar impact in the future and identify possible improvements to the service optimization processes, Microsoft are further reviewing the underlying source of impact in the recent optimization change.
