Issue Description : Admins may be unable to set up users for PSTN calling in Microsoft Teams via PowerShell.

Scope of impact : Impact may occur for any admin attempting to set up users for PSTN calling in Microsoft Teams via PowerShell.

Final Update : 09/06/2022 10:56:00 AM – Microsoft successfully reverted the offending change to remediate impact. Additionally, they have verified with affected users and by monitoring their service telemetry that this action has resolved the problem. Users may need to reconnect their existing PowerShell sessions to fully restore service.

Root cause : A recent change intended to update Microsoft Teams API infrastructure resulted in impact.
