Issue Description: Users’ inbound and outbound email messages including specific domains or URLs are being quarantined for recipients.

More info: Admins could report incorrectly blocked URLs and domains as clear in the Microsoft 365 Defender portal.

Scope of Impact : Any user sending or receiving email messages including specific domains and URLs was impacted.

Final Update: 17/02/2022 07:40:00 AM: Microsoft completely delisted all the hashtags/URLs, to prevent future email messages from being quarantined, and restored the incorrectly quarantined email messages, remediating impact.
