Issue Description: Users are unable to toggle desktop notifications in Outlook on the web.

Scope of impact: Impact was specific to users who were served through the affected infrastructure attempting to toggle desktop notifications in Outlook on the web.

Final Update – 03/11/2021 09:26:00 AM: Microsoft extended monitoring of the service telemetry continues to indicate that the fix for the web user interface control configuration change has remediated the impact, and the functionality has been restored for all users.
