Issue Description: Users may have been unable to connect to the Exchange Online service.

Scope of impact: Impact was specific to users who were served through the affected infrastructure.

Final Update – 29/09/2021 04:12:00 PM: Microsoft has confirmed that some of their Edge networking infrastructure was performing below acceptable performance thresholds, resulting in impact. They rerouted user traffic to alternate infrastructure, which remediated impact.
