Issue Description: Unable to access the admin center

Scope of impact: Any user routed through the affected infrastructure in North America, attempting to access the admin center or view information within the admin center, could have been affected by this event.

Final Update – 27/08/2021 08:40:00 AM: Microsoft has remediated impact by routing traffic through healthy channels and performing targeted restarts on affected infrastructure. They have confirmed that admin and user access to the admin center had been restored.
