Issue Description: Users are unable to run 2013 workflows in SharePoint Online

Scope of impact: Any user served by the affected section of infrastructure that attempts to access 2013 workflows in SharePoint Online may have been impacted.

Final Update – 08/07/2021 18:00:00 PM: Microsoft analysis of the ULS data isolated an Azure Active Directory (Azure AD) service-to-service configuration issue revealed by a recent service update, resulting in impact to 2013 workflow functionality in SharePoint Online. Microsoft have applied a targeted configuration change to repair this issue, and confirmed with affected users that impact is resolved.
