Issue Description: Some users are unable to download sensitivity labels from the Security & Compliance Center (SCC)

Scope of impact: Impact was specific to users who were served through the affected infrastructure.

Final Update – 17/06/2021 17:36:00 PM: Microsoft have confirmed the deployment of the patch to the affected infrastructure has completed, and after monitoring telemetry Microsoft have validated that it has successfully mitigated impact.
