Issue Description: Some users may be unable to access Microsoft Teams or experience degraded functionality.

Scope of impact: Early indications suggest this issue may be specific to users based in Europe, Middle East, and Africa.

Current Update – 20/05/2021 9:10:00 AM: From the investigation into query logs, Microsoft have identified some unexpected errors occurring that indicate a section of infrastructure, responsible for facilitating chat service functionality, was not performing as expected. Microsoft Engineer’s automated recovery system repaired this problem, and we’ve confirmed that service has been restored.
