Issue Description: Some users attempting to access the Apps Health page may be unable to load the Apps Health page for their Productivity Score

Current Update – 01/03/2021 11:40:30 AM: Service has been restored to normal. Microsoft has retrieved the data and backfilled it to the service restoring the Apps Health page functionality.
