Deleted Users Moving to Pending Err/Inactive State and Admins are Unable to Restore such Users – PRB0228388

Issue description

We are aware of an issue with deleted users moving to different states like Pending Err/Inactive. Local Admins are unable to restore these because the mailbox is disassociated from the user’s account. While the email account is deleted in Exchange, the user’s account still appears active in Entra ID.

Latest updates and guidance:

This is being investigated under problem record PRB0228388.

We request Administrators to raise a Service Request with the NHSmail helpdesk (helpdesk@nhs.net), referencing this problem record and the email address of the user that requires restoration.
