Issue Description: Users may encounter intermittent failures when attempting to create shared and private channels in Microsoft Teams.
More info: This specifically impacts semantic models without an owner, where email notifications for refresh, success or failure are not being sent. As a workaround, any user with the contributor role can take over the ownership, which will allow the email notifications to be sent.
