Issue Description: Some users may be unable to access Microsoft Copilot (Microsoft 364) or experience degraded functionality

Current Update: 10/12/2025 09:05:00 AM – Microsoft have identified a recent policy change that impacted service traffic balancing, causing a high number of requests to be sent for processing in the affected environment, which resulted in throttling.

They’ve reverted this policy change in one of the affected EU environments and have seen a significant improvement in service health. They’re now making the same change in all of the affected environments.

Scope of impact: Impact is specific to users attempting to access Microsoft Copilot.

Our investigation indicates that the following region(s) are impacted by this issue: United Kingdom, Europe. This information may be updated as our investigation continues.

Additionally, users based within other regions whose organization(s) are located in Europe, may also be affected.
