Issue Description: Users’ meeting Recap AI notes aren’t being generated in an English transcript in Microsoft Teams.

Final Update: 19/04/2024 08:49:00 AM – Microsoft identified that the mechanism responsible for directing and identifying the correct domain location was incorrectly deleted during an unrelated clean up process. They have added that mechanism back into the service and confirmed that impact has been alleviated after monitoring telemetry.
