Issue Description: Admins may be unable to perform billing purchase and manage capabilities within the Microsoft 365 admin center.

Scope of impact: Impact is specific to admins who are served through the affected infrastructure.

Final Update – 30/07/2021 09:36:00 AM: After monitoring and reviewing service telemetry, Microsoft has confirmed that rerouting traffic and restarting the impacted infrastructure has mitigated impact.
