Issue Description: Users may be intermittently unable to publish agents in Agent Builder on Copilot.

More info: Microsoft has identified that retrying the affected publish operation may allow users to successfully complete the action while their investigation continues.

Current Update: 10/09/2026 09:54:00 AM – Microsoft’s analysis of networking logs indicates an increase in latency for some requests and they are analyzing endpoints that aren’t responding as quickly as expected and isolate the underlying cause.
