NHS.net Connect Reference: INC46917980

Microsoft Reference: OP1460815

Issue Status: RESOLVED

Issue Description: Users may have been unable to activate new or refresh existing Office 365 licenses.

More info: For the users who were unable to activate or refresh Office 365 licenses, this prevented them from signing in or accessing Office 365 applications.

Users may have received multiple prompts; however, the activation process may have failed when they attempted to sign in.

Final Update: 25/08/2026 09:10:00 AM After a brief period of monitoring, Microsoft has confirmed that their service is healthy and users are no longer impacted by this event.

Scope of impact: Some users attempting to activate new or refresh existing Office 365 licenses may have been impacted.

Root cause: A processing bottleneck within the service reduced its ability to handle incoming requests efficiently. As request volume accumulated, some requests experienced delays or timed out before they could be completed.

Next steps: Microsoft is further investigating the bottleneck so they can determine what originally caused it and prevent similar future issues from leading to service impact.

They will provide a preliminary Post-Incident Report within two business days and a final Post-Incident Report within five business days.
