Issue Description: Users may not get email notifications for shared Power BI reports and dashboards or Microsoft Fabric artifacts.

Current Update: 02/04/2026 09:06:00 AM–Microsoft has completed their validations of the fix and have prepared it for deployment. They anticipate this deployment will complete, remediating impact for all users, by their next scheduled communication update on Tuesday, April 1, 2026, at 9:00 PM UTC.

Scope of impact: An unexpected issue with Power BI report and dashboard and Microsoft Fabric artifact sharing is preventing delivery of email notifications reporting the shared items to users.
