Issue Description: Users are unable to manually save, publish, or turn on flows.

Current Update: 16/04/2026 9:53:00 AM– Microsoft has indicated that impact may have occurred following a configuration change that was applied to service infrastructure that supports flow management functionality. They are reviewing diagnostics of the service infrastructure for potential changes that may be contributing to flow management impact.

Scope of impact: Impact may occur intermittently for some users accessing their Exchange Online mailboxes in the Outlook mobile apps or the new Outlook for Mac desktop client. This section may be updated as our investigation progresses.
