Issue Description: Admin Hub Access Issue for Newly Migrated Administrators.

Current Update: 11/03/2026 10:10 AM: The access issue affecting administrators in the most recent migration batch has now been fully resolved. Issue was caused by a script being missed during the migration activities over the weekend and an interim change was introduced to allow access. The interim changes have now been reverted and all scripts & checks which were missed from the migration have now been completed. All administrators from the migrated cohort over the weekend are now successfully migrated to the new service.
